Why do the majority of adults with disabilities still face low employment expectations and job discrimination? This program studies changes in public policy affecting disabled citizens: pensions for Civil War veterans, vocational rehabilitation, the Social Security safety net, and the civil-rights protections of the Americans with Disabilities Act. Today the tangle of well intended old and new programs both support and entrap the very people they were intended to assist. Many of the primary source documents that are described in this on-air program are available at this site.
